Allstate deploys generative AI inside claims, billing, software development and sales, and is building ALLIE, an in-house ecosystem of reusable AI agents, on the orchestration layer from its multi-year growth program. Allstate's Apr 2026 annual report letter says AI codes 34% of its software and cuts customer billing escalations by 50%, but Allstate reports no return it credits to AI and no firmwide count of AI users. CEO Tom Wilson said in Aug 2026 that Allstate uses only internal large language models and could not yet size ALLIE's financial effect.

Key findings
Allstate's 2025 annual report letter, published in Apr 2026, says AI now codes 34% of its software, reduces customer billing escalations by 50% and creates or reviews almost 10 million customer emails a year; these are operating measures, and Allstate has reported no cost, revenue or headcount figure it credits to AI. Tom Wilson had put AI's share of Allstate's coding at 15% in Nov 2025.
Allstate is building ALLIE, its Large Language Intelligent Ecosystem, as eight integrated components of reusable AI agents; Tom Wilson introduced ALLIE in Nov 2025 and said on Aug 6, 2026 that it is not completely built or deployed and that he could not give specific numbers for its effect on expenses or growth.
Tom Wilson said on Aug 6, 2026 that Allstate does not use public large language models for any of its work, that token costs are not an issue for Allstate, and that it faces no barriers to investing in technology with good returns.
Allstate's compensation committee reallocated $192,855 from the 2025 bonus pool to CIO Zulfi Jeevanjee and granted him restricted stock units valued at about $1.5 million in recognition of his work introducing and advancing ALLIE, according to the Apr 2026 proxy statement.
Tom Wilson said on Apr 30, 2026 that generative AI cuts expenses and can cut call center staff, which Allstate is working on, and that an Allstate AI was selling one product directly and closing policies in three states as a learning exercise.
Where Allstate sits
- Stage
- Experimenting
Allstate has reported no business return it credits to AI: its Apr 2026 annual report letter gives operating measures instead, such as 34% of software coded by AI and 50% fewer customer billing escalations, and Tom Wilson said on Aug 6, 2026 that he could not give specific numbers for ALLIE's effect on expenses or growth. Allstate has not reported a company-wide AI rollout with a count of employees using its tools; its published usage figures cover single functions, such as the 14,000 claims investigators Fortune said used a custom copilot in Jan 2025. That leaves Allstate at Experimenting although AI runs in production in claims, billing and coding; one cost, revenue or headcount return it credits to AI, or a firmwide user count with a named owner, would move it to Piloting.

How they deploy
A technology-driven strategy
Tom Wilson describes Allstate as having a "technology-driven strategy, not a strategy supported by technology" (Aug 2026). Wilson told analysts on Aug 6, 2026 that AI is another step along a continuum of analytics at Allstate, where more than 250 analytical models run on over 40 petabytes of data and 1.5 billion CPU compute hours to generate over 100 million quotes and buy 50 million leads, often with sub-second responses.
Generative AI for cost, agentic AI for the model
Tom Wilson splits Allstate's AI work in two. Generative AI, which he likens to a sneaker that makes you run faster, improves efficiency in billing, claims emails, coding and actuarial and financial work; Wilson said in Apr 2026 that it cuts expenses and can cut call center staff, which Allstate is working on. Agentic AI, where software agents talk to other agents and decide in real time, is where Wilson expects the larger benefit, and Allstate is building it as ALLIE (Nov 2025, Apr 2026).
ALLIE on an existing orchestration layer
Allstate built an orchestration layer that makes legacy systems reachable through APIs as part of its multi-year growth program, and Tom Wilson said in Aug 2026 that this layer is speeding up the build and deployment of ALLIE without replacing all older technology. Allstate is also moving systems onto a shared platform it calls the Connected Customer Cloud, or C3. Wilson credited CIO Zulfi Jeevanjee with putting that architecture in place (Dec 2025).
In-house models and data
Tom Wilson said in Aug 2026 that Allstate runs large language models internally and uses no public LLMs, and is not worried about its data ending up in a model a competitor uses. Jess Merten said in Feb 2026 that Allstate's claims capabilities are proprietary rather than bought from vendors, and that the larger AI benefit in claims is still to come. Allstate does buy some AI: a third-party startup's satellite roof analysis feeds home insurance pricing (Jan 2025), and Wilson said in Aug 2026 that Allstate is expanding external relationships as well as internal talent.
Work out of agent offices
Allstate plans to use AI to take routine service tasks out of its exclusive agents' offices, which Tom Wilson said in Aug 2026 will reduce distribution expenses, and to give agents tools that surface sales opportunities. Jess Merten said in Mar 2026 that Allstate's direct channel is being built to deal with AI agents that shop for insurance on consumers' behalf, and Coverager reported in Sep 2026 that Allstate had listed an app in ChatGPT that gives shoppers a quick auto insurance estimate.
- Deployment model
- Allstate runs AI from the center: CIO Zulfi Jeevanjee leads all business and consumer-facing technology and the development of ALLIE, and the Apr 2026 proxy credits him with introducing and advancing it. Generative AI tools are deployed function by function, in claims, customer billing, software engineering, actuarial and finance, and agent and call center sales. ALLIE is designed as eight integrated components, one of which will handle all customer interactions, each built from agents meant to be reused across Allstate (Aug 2026). An AI Governance Program run by Enterprise Risk and Return Management, with the Chief Risk Officer and Chief Legal Officer as executive sponsors, reviews AI use cases before deployment.
- Model providers
- Allstate has not named the models behind ALLIE or its other generative AI tools. Tom Wilson said on Aug 6, 2026 that Allstate knows how to use LLMs internally and does not use public LLMs for any of its work. Earlier reports named outside tools: Bloomberg reported in Jan 2025 that Allstate's 15,000 customer service agents use AI to write claims emails and that Allstate uses Microsoft Copilot to write letters, and the Wall Street Journal, as summarized by The Register in Feb 2025, said Allstate used OpenAI's GPT models, grounded in Allstate terminology, to write nearly all claims emails. Allstate's spokesperson then sought corrections and said employees draft and send all customer emails and may choose to use AI tools. An Allstate job posting from Jul 2026 lists OpenAI alongside Azure AI Foundry, Google's Vertex AI and AWS Bedrock among the generative AI services its AI cloud platform team supports, without saying which run in production. Allstate rolled out Amelia, an AI chatbot for customer service representatives, in 2018 (CIO Dive).
- Data and infrastructure
- Allstate runs more than 250 analytical models on over 40 petabytes of data and 1.5 billion CPU compute hours, Tom Wilson said on Aug 6, 2026, and is moving systems onto its Connected Customer Cloud (C3) while an orchestration layer exposes older systems through APIs. Allstate has not disclosed which public clouds or data centers host its models in production; its 2025 Form 10-K lists data processing among the uses of its North American facilities. An Allstate job posting from Jul 2026 for a Lead AI Cloud Platform Engineer describes generative AI work on Azure, AWS and Google Cloud and names Azure AI Foundry, OpenAI, Google's Vertex AI, AWS Bedrock and SageMaker among the services the team supports. Arity, Allstate's telematics and mobility data business, provides crash detection to over 50 million drivers (Apr 2026).
Platforms and internal tools
ALLIE (Allstate's Large Language Intelligent Ecosystem)Introduced Nov 2025; in build
ALLIE is Allstate's in-house agentic AI platform: eight integrated components that will enable agent-to-agent processing, one of which will handle all customer interactions, each made of multiple agents built for reuse across Allstate. Tom Wilson said in Nov 2025 that Allstate named and personified ALLIE because its agents work like employees, and the Apr 2026 annual report letter says ALLIE will require significant business process redesign and new AI-enabled jobs. Deploying ALLIE is one of Allstate's four 2026 operating priorities.

CEO-led AI strategy; the CIO builds ALLIE; risk management runs AI governance under board oversight
Allstate lists no chief AI officer among its executive officers (Apr 2026) or on its leadership page (Nov 2026). CEO Tom Wilson sets and presents Allstate's AI strategy, CIO Zulfi Jeevanjee leads the technology organization and the development of ALLIE, and the AI Governance Program sits in Enterprise Risk and Return Management with Chief Risk Officer Mark Prindiville and Chief Legal Officer Christine DeBiase as executive sponsors. The board's Risk and Return Committee oversees AI governance, and the Audit Committee oversees AI's effect on financial reporting (Apr 2026 proxy). Allstate's Oct 2025 leadership changes put Mario Rizzo over Property-Liability and Protection Services as COO, which Tom Wilson tied to using AI to serve customers. Chief Financial Officer Chris Lown, who joined on Aug 3, 2026 and reports to Tom Wilson, has data and analytics in his remit, according to Allstate's leadership page.
Allstate has not published an AI or data science headcount. Fortune reported in Jan 2025 that roughly 7,000 members of Allstate's technology team work in small teams of 8 to 12, after project manager roles were eliminated and the people in them retrained to focus almost entirely on engineering. Tom Wilson said in Aug 2026 that Allstate is enhancing its internal talent and expanding external relationships to build ALLIE, and the Apr 2026 annual report letter says ALLIE will require new AI-enabled jobs.

Adoption
Allstate has spread AI in layers: machine learning in pricing and lead buying, an AI chatbot for customer service representatives from 2018, generative AI in claims emails from 2024, and ALLIE, an agentic platform introduced in Nov 2025 and still being built in Aug 2026. Allstate publishes usage only by function: all 14,000 claims investigators used a custom copilot and 30 employees used the sales sidekick in Jan 2025, with plans to reach 20,000 licensed sales and call center staff, and Bloomberg reported 15,000 customer service agents drafting claims emails with AI. AI's share of Allstate's software code rose from 15% in Nov 2025 to 34% in the Apr 2026 annual report letter, and Allstate gives no firmwide count of employees using AI tools.

Economics & controls
Spend and ROI
Technology budget
Allstate does not publish a technology or AI budget. Tom Wilson said on Aug 6, 2026 that Allstate faces no barriers to investing in technology and getting good returns, and that token costs are not an issue for Allstate. Jess Merten said in Mar 2026 that 2025 and 2026 are years of AI investment, with routine operational savings from generative AI automation in service and claims expected to offset part of it.
Reported ROI
Allstate has published no business-level return on AI: no revenue, cost, unit cost or headcount figure credited to it. Allstate's Apr 2026 annual report letter gives operating measures instead: AI codes 34% of its software, reduces customer billing escalations by 50%, and creates or reviews almost 10 million customer emails a year. Tom Wilson said in Dec 2025 that generative AI is already cutting Allstate's costs, and on Aug 6, 2026 that ALLIE should reduce expenses, including distribution costs, and make pricing and claims more accurate, but that he could not give specific numbers for its effect.
Expense ratio
Allstate's Property-Liability adjusted expense ratio was 22.6 in 2025, down from 23.1 in 2024 and 24.7 in 2023 (Apr 2026 proxy statement, Appendix A), and Jess Merten said in Mar 2026 that the ratio has fallen 6.6 points since 2018. Allstate attributes that decline to its multi-year growth and cost program and does not separate any share for AI. Tom Wilson said in Dec 2025 that Allstate has not yet reached its cost targets and still needs to reduce distribution and service-related costs.
Headcount
Allstate had about 53,000 full-time employees at Dec 31, 2025. Tom Wilson said in Jan 2025 that Allstate had not laid off staff over AI-drafted claims emails but needs to hire fewer people, and said in Apr 2026 that generative AI can cut call center staff. Allstate's 2025 Form 10-K says its AI strategy has affected and may keep affecting its workforce as it needs new skills, and the Apr 2026 annual report letter says ALLIE will require new AI-enabled jobs.
Agent channel
Tom Wilson said in Dec 2025 that Allstate has about 6,000 exclusive agents, down from about 10,000 before the pandemic, while selling more business, and that generative AI can make them more effective at lower cost. Allstate credits the reduction to repositioning its agent channel, not to AI.
Governance and risk
Board oversight
Allstate's board Risk and Return Committee oversees AI governance with support from the full board, and the Audit Committee oversees AI's effect on financial reporting and audit. In 2025 the board and its committees covered the AI Governance Framework, ALLIE, generative and agentic AI priorities, human capital and AI, marketing in the age of AI, and AI in financial reporting and internal controls (Apr 2026 proxy).
AI Governance Program
Allstate's AI Governance Program is led by Enterprise Risk and Return Management, with Chief Risk Officer Mark Prindiville and Chief Legal Officer Christine DeBiase as executive sponsors and input from legal, compliance, human resources and technology. The program covers policies and controls over AI design and use, AI literacy training for staff, risk assessments and due diligence including supplier use, an inventory of AI systems and monitoring, in three steps: due diligence, build and test, and deploy and monitor. Allstate says the program is being updated for agentic AI (Apr 2026 proxy).
Data boundary
Tom Wilson said on Aug 6, 2026 that Allstate does not use public LLMs for any of its work and is not worried about its data being taken into another company's model. Wilson added that cybersecurity is harder than it was two and five years ago and that he is personally concerned about LLM agents that break out on their own.
Human review of AI output
Zulfi Jeevanjee said in early 2025 that claims staff still check AI-drafted emails for accuracy. After the Wall Street Journal's Feb 2025 report, an Allstate spokesperson said employees are responsible for drafting and sending all customer emails and can choose to use AI tools to improve clarity (Futurism). Tom Wilson said in Nov 2025 that medical file review by computer keeps a human in the loop.
State regulation
Jess Merten said in Mar 2026 that Allstate is regulated separately in 50 states, so AI tools that touch rating plans or underwriting decisions must be worked through with each state's regulators. Allstate's 2025 Form 10-K warns that rules on the use or development of AI may impose added compliance or reporting obligations.
Risk councils and cyber
Allstate's Enterprise Risk and Return Council, made up of the CEO, CFO, Chief Risk Officer, Chief Legal Officer, chief resilience officer and other leaders, directs enterprise strategies including the deployment of AI, according to the 2025 Form 10-K. Allstate's chief information security officer reports to the Audit Committee and the board on cybersecurity risk, and an Information Security Council works with the risk council.

- Allstate deploys generative AI inside claims, billing, software development and sales, and is building ALLIE, an in-house ecosystem of reusable AI agents, on the orchestration layer from its multi-year growth program.
- What does Allstate use AI for?
- Allstate has not published a count of its AI use cases; its executives name generative AI in claims emails, a claims investigator copilot, medical file review, billing explanations, software coding and actuarial and financial work, plus a sales prompting tool, an AI that sells one product directly in three states and an auto insurance estimate app in ChatGPT. Allstate has published no business-level return for any of them or for AI as a whole: its Apr 2026 annual report letter gives operating measures instead, such as 50% fewer customer billing escalations, and Tom Wilson said in Aug 2026 that he could not give specific numbers for ALLIE's effect on expenses or growth.
- Who leads AI at Allstate?
- AI at Allstate is led by Zulfi Jeevanjee (EVP and Chief Information Officer); Mark Prindiville (EVP and Chief Risk Officer; executive sponsor of the AI Governance Program); Christine DeBiase (EVP, Chief Legal Officer and General Counsel; executive sponsor of the AI Governance Program). Ownership of AI on the org chart: CIO Zulfi Jeevanjee leads the ALLIE build; CFO Chris Lown owns data and analytics; CEO Tom Wilson sets AI strategy.
- What AI platform does Allstate use?
- ALLIE, Allstate's Large Language Intelligent Ecosystem, is an in-house set of eight integrated components built from reusable AI agents, which Allstate was still building and deploying in Aug 2026.
- Which AI models does Allstate use?
- Allstate does not name its models; Tom Wilson said in Aug 2026 that Allstate uses no public LLMs, while 2025 press reports named OpenAI GPT models for claims emails and Microsoft Copilot for letters.
- How many Allstate employees use AI?
- Allstate publishes no firmwide usage figure; a custom claims copilot reached all 14,000 Allstate claims investigators by Jan 2025, out of about 53,000 full-time employees at the end of 2025.
- How far has AI spread at Allstate?
- Allstate has reported no business return it credits to AI: its Apr 2026 annual report letter gives operating measures instead, such as 34% of software coded by AI and 50% fewer customer billing escalations, and Tom Wilson said on Aug 6, 2026 that he could not give specific numbers for ALLIE's effect on expenses or growth.
