- ~223,000 employees
- Customer Zero for its own AI
- Copilot for 300,000+ staff
- 500,000+ agents (Aug 2026)
Microsoft deploys AI on itself first, a program it calls Customer Zero: Microsoft Digital, the IT organization, rolled out Microsoft 365 Copilot to more than 300,000 employees and external staff and runs an Employee Self-Service agent and employee-built agents, with more than 500,000 agents visible in Agent 365 (Aug 2026). Microsoft made OpenAI's GPT-5.6 its default internal model in Aug 2026, alongside Anthropic and in-house MAI models, under division token budgets. Microsoft credits AI with cost savings in IT and finance but reports no firm-level return.
microsoft.comTheir approach to AI
- The platform
- Microsoft deploys its own products inside the company first: Microsoft 365 Copilot, Copilot Studio, Foundry, GitHub Copilot and Agent 365, run by Microsoft Digital, the IT organization, under a program Microsoft calls Customer Zero.
- The models
- Microsoft 365 Copilot runs OpenAI models and has offered Anthropic's Claude since Sep 2025, and Microsoft AI builds in-house MAI models; in Aug 2026 Microsoft made OpenAI's GPT-5.6 its default internal model and set AI token budget targets for every division (404 Media).
- The reach
- Microsoft deployed Microsoft 365 Copilot company-wide to more than 300,000 employees and external staff (Inside Track, Jan 2026), and launched its Employee Self-Service agent to more than 300,000 employees and contingent staff in fall 2025.
- The catch
- Microsoft credits AI with cost results in two workflows, IT asset management and supplier sourcing, and reports no firm-level return; Microsoft publishes how many people can use Copilot but not how many use AI each week.

Key findings
Microsoft's published business returns from specific internal AI tools are small and it reports no firm-level figure: early results from the myDevice AI agent cut IT asset-management time and costs by about 50% (Jan 2026), and a finance slide estimated that a supplier sourcing assistant saves about $10 million a year (Jun 2025). Kathleen Hogan's Sep 2026 figure of 9.4% higher revenue per account manager compares daily and low-usage Copilot sellers in a Jan to Jun 2024 study, so it does not isolate what Copilot added.
Microsoft deployed Microsoft 365 Copilot company-wide to more than 300,000 employees and external staff (Inside Track, Jan 2026); Microsoft Digital said in Aug 2026 that Agent 365 gives it visibility into more than 500,000 agents, and about 20,000 people a month were active agent makers by Oct 2026.
Microsoft is reining in what internal AI costs: its Experiences + Devices division wound down internal Claude Code licenses by Jun 30, 2026 in favor of GitHub Copilot CLI, Jay Parikh set AI token budget targets for every division from Jul 2026 and made OpenAI's GPT-5.6 the default internal model, and The Information reported in Oct 2026 that Microsoft cut its projected internal Anthropic spending by more than a third.
Microsoft's headcount fell to about 223,000 on Jun 30, 2026 from about 228,000 a year earlier; Amy Coleman wrote that the roughly 4,800 roles cut in Jul 2026 were not being replaced by AI, and a Microsoft spokesperson said AI was not driving the Voluntary Exit Offer made to about 60,000 employees on Oct 26, 2026.
Microsoft keeps models swappable: OpenAI remains its frontier model partner with IP rights through 2032, Anthropic's Claude has been in Microsoft 365 Copilot since Sep 2025, and Microsoft AI finished pre-training MAI-Base-2 in Oct 2026, while Satya Nadella said in Jul 2026 that Microsoft itself uses an agent design that keeps the harness separate from the model.
Where Microsoft sits
- Stage
- Scaling
Microsoft credits AI with business returns in two functions: early results from the myDevice AI agent cut IT asset-management time and costs by about 50% (Jan 2026), and Microsoft Finance's supplier sourcing assistant saves an estimated $10 million a year (Jun 2025). Microsoft has published no firm-level figure for what its internal AI use returns. Microsoft Digital deployed Microsoft 365 Copilot to more than 300,000 employees and external staff (Jan 2026), a license count, and reports usage only for single tools, such as 58,000 active Copilot Cowork users (Aug 2026); Kathleen Hogan, EVP and Chief Strategy and Transformation Officer reporting to Satya Nadella, leads the company-wide transformation and published its results in Sep 2026. Microsoft is at Scaling, not Embedded, because Microsoft reports no cost, revenue or headcount effect it credits to AI across the whole business and has not said how many employees use AI each week.

How they deploy
Customer Zero for its own products
Microsoft deploys the AI products it sells on its own staff first. Satya Nadella's Oct 2025 shareholder letter said Microsoft is focused on being Customer Zero, applying AI to reduce toil and improve flow in its own work, and Kathleen Hogan wrote in Sep 2026 that Microsoft committed to learning through its own transformation so it could help customers through theirs. Amy Coleman wrote in Jul 2026 that Microsoft cannot help customers through that change unless it is making it internally.
Redesign the work before adding AI
Kathleen Hogan wrote in Sep 2026 that access and usage do not equal transformation, and that a tool licensed to over 200,000 people does not by itself change how work gets done. Microsoft Digital follows a rule it calls CI before AI, analyzing a workflow with continuous improvement methods before automating it, and Microsoft runs Camp AIR, a multi-week AI transformation accelerator that has scaled to more than 3,000 engineers. Microsoft's nine-person Copilot Cowork team shipped its first release 35 days after kickoff in spring 2026, in roles the team called meta-engineers, meta-designers and meta-PMs.
One harness, many models
Satya Nadella said on Jul 29, 2026 that Microsoft builds Copilot, GitHub Copilot and Security Copilot on a design that keeps memory and context separate from any single model, so models can be swapped, and that Microsoft itself uses that design. Kathleen Hogan wrote in Sep 2026 that every organization should build its own learning loop without becoming dependent on any one model provider, and Nadella said on Oct 28, 2026 that Microsoft is making the harness behind its own Copilot experiences available to customers in Foundry.
From assistants to agents
Microsoft Digital sorts agents into personal, team and enterprise tiers and invests in all three, and Brian Fielder, vice president of Microsoft Digital, called agents the most significant technology change since the shift to the cloud (Dec 2025). Microsoft's cloud supply chain agents update or cancel purchase orders within set permissions and approval thresholds (Sep 2026), and Jacob Andreou said on Sep 23, 2026 that Microsoft had been using Autopilot, an autonomous Copilot agent with its own identity and email address, internally.
Steering internal use toward its own tools and cheaper models
Microsoft gave thousands of its developers Anthropic's Claude Code from Dec 2025, then its Experiences + Devices division wound most of those licenses down by Jun 30, 2026 and moved engineers to GitHub Copilot CLI, where Claude models stay available. Jay Parikh, EVP of CoreAI, told engineers in Aug 2026 that every division carries an AI token budget target and that Microsoft is not optimizing for tokenmaxxing, with OpenAI's GPT-5.6 as the default internal model, and The Information reported in Oct 2026 that Microsoft cut its projected internal Anthropic spending by more than a third.
- Deployment model
- Microsoft runs its internal AI as Customer Zero for its own products. Microsoft Digital, the IT organization, deploys Microsoft 365 Copilot, the Employee Self-Service agent, Copilot Studio, Foundry and Agent 365 in Microsoft's production tenant, often before customers receive them, through a Fast Train program that turns lower-risk capabilities on by default, gates higher-impact ones behind administrators and defers the rest. Business functions build their own agents: Cloud Supply Chain runs more than 100 in production, and Customer Service and Support, Finance, the legal department (CELA) and marketing run their own, while about 20,000 active makers a month build agents on Agent Builder, Copilot Studio and Foundry. Six Microsoft Digital councils set priorities, data rules, responsible AI checks and a shared measurement framework (Oct 2026).
- Model providers
- Microsoft 365 Copilot, which Microsoft deployed to more than 300,000 of its own employees and external staff, runs on models from OpenAI, which Microsoft calls its frontier model partner; under the Oct 2025 agreement Microsoft holds IP rights to OpenAI's models and products through 2032. Microsoft added Anthropic's Claude Opus 4.1 to Copilot's Researcher agent and Claude Sonnet 4 and Opus 4.1 to Copilot Studio in Sep 2025, hosted outside Microsoft-managed environments at first; Anthropic has since become a Microsoft subprocessor, with its models on by default for most commercial tenants outside the EU, EFTA and UK. Microsoft made OpenAI's GPT-5.6 its default internal model in Aug 2026 (404 Media). Microsoft AI builds Microsoft's own MAI models: MAI-Base-2 finished pre-training in Oct 2026 and is in post-training, and Mustafa Suleyman said at Build in Jun 2026 that a model Microsoft tuned on MAI for agentic Excel work matched GPT 5.4 at about a tenth of the cost. Microsoft's legal department runs its agentic document review on Azure OpenAI (Oct 2026).
- Data and infrastructure
- Microsoft runs Copilot and its agents on Azure, in Microsoft's own data centers on NVIDIA, AMD and Microsoft's Maia chips, plus third-party GPU capacity it leases; Satya Nadella said on Oct 28, 2026 that Maia 200 delivers up to 1.7 times more tokens per watt across AI experiences in Teams and Copilot, and Amy Hood said some third-party GPU lease deliveries had slipped to the second half of the fiscal year. Anthropic's Claude models in Copilot run with Anthropic as a Microsoft subprocessor. Microsoft Digital is moving organizational data, including networking, HR and finance data, into Microsoft Fabric with labeling, access control and audit logging (Oct 2026), and keeps about 150,000 personal development environments for agent makers under governance. Microsoft's legal department runs its document review in Azure with Azure OpenAI so internal documents are not exposed to a public model.

Adoption
Microsoft spread AI through its own workforce in layers: Microsoft 365 Copilot for knowledge work, rolled out in phases to more than 300,000 employees and external staff; coding assistants for engineers, which Satya Nadella said in Apr 2025 probably wrote 20% to 30% of the code in Microsoft's repositories; an Employee Self-Service agent for IT, HR and facilities from fall 2025; and agents built by functions and employees, with more than 500,000 visible in Agent 365 by Aug 2026. Microsoft publishes deployment and builder counts, such as about 20,000 active agent makers a month and 58,000 active Copilot Cowork users, but not weekly active use across the company. UC Today, citing Business Insider, reported in Jul 2025 that internal Copilot traction was sluggish and that Julia Liuson, then president of the Developer Division, told managers that using AI is no longer optional. By Aug 2026 Microsoft was capping the other side of adoption, with AI token budget targets for every division.

Aug 2026
Microsoft Digital said Agent 365 gives it visibility into more than 500,000 agents, and Copilot Cowork had 58,000 active users internally.
Sep 2026
Kathleen Hogan wrote that a tool licensed to over 200,000 people had not by itself changed how work got done, and reported more than 111 agents deployed in cloud supply chain workflows.
Oct 2026
Microsoft Digital said active agent makers had grown to about 20,000 a month from about 2,000, with about 150,000 personal development environments under governance.
Economics & controls
Spend and ROI
AI infrastructure spending
Microsoft does not disclose what its internal AI use costs, separate from the AI infrastructure it builds for customers and its own products. Amy Hood said on Oct 28, 2026 that calendar 2026 capital spending should be about $170 billion, below the $175 billion expected in Jul, because some third-party capacity deliveries were delayed; additions to property and equipment were $39.4 billion in the Jul to Sep 2026 quarter, up from $19.4 billion a year earlier. Hood said in Jan 2026 that capital spending also serves growing use of Microsoft 365 Copilot and GitHub Copilot, and operating expenses rose 6% in the Jul to Sep 2026 quarter, driven by R&D compute capacity and talent.
What AI itself costs
Microsoft is cutting what its own AI use costs. The Information reported on Oct 5, 2026 that Microsoft executives had projected internal use of Anthropic technology to cost at least $1 billion a year and that Microsoft had since cut that budget by more than a third, separate from what it pays Anthropic for customer features. Jay Parikh set AI token budget targets for every division from Jul 2026 and made OpenAI's GPT-5.6 the default internal model (404 Media). Satya Nadella said on Oct 28, 2026 that Maia 200 delivers up to 1.7 times more tokens per watt across AI experiences in Teams and Copilot and that MAI Cyber runs over 40% of scans in Microsoft's agentic MDASH code scanner at 18% lower cost per scan.
Reported ROI
Microsoft has published no firm-level return on its internal AI use. Microsoft's published returns for specific internal tools are early results from the myDevice AI agent, about 50% less time and cost in IT asset management (Jan 2026), and an estimated $10 million a year in costs saved by Microsoft Finance's supplier sourcing assistant, shown on a slide at a Jun 2025 conference. Kathleen Hogan's Sep 2026 figure of 9.4% higher revenue per account manager compares daily and low-usage Copilot sellers from Jan to Jun 2024 and does not separate Copilot's effect from differences between sellers. Bloomberg reported in Jul 2025 that Judson Althoff told an internal presentation AI had saved Microsoft more than $500 million in its call centers in 2024; Microsoft declined to comment to Reuters and has not published the figure. Microsoft's Azure AI marketing team estimated in Apr 2026 that its AI Messaging Assistant had generated at least $10 million in value without saying whether that is revenue or cost.
Productivity markers
Microsoft reports faster workflows and fewer tickets that it does not convert into cost or revenue. Cloud supply chain cycle time fell by up to 75% in selected workflows and demand-plan investigations dropped from five to seven days to a few hours (Sep 2026); finance cut case-handling time 22% and quote-to-close time 48% (Aug 2026); IT support tickets created fell 30% after the Employee Self-Service agent (Oct 2026); Smart DRI Agent saves an estimated 600 engineering hours a month (Oct 2026); and Microsoft Digital cut average works council and tenant trust review cycles from 133 days to 40 (Jan 2026).
Headcount
Microsoft employed about 223,000 people on Jun 30, 2026, down from about 228,000 a year earlier, and Amy Hood reported a 2% year-over-year headcount decline on Jul 29, 2026. Microsoft cut more than 6,000 jobs in May 2025 and about 9,000 in Jul 2025, then about 4,800 roles, 2.1% of the workforce, in Jul 2026, when Amy Coleman wrote that the roles were not being replaced by AI. More than 30% of eligible employees took the 2026 Voluntary Retirement Program, and the Voluntary Exit Offer of Oct 26, 2026 went to about 60,000 employees; a Microsoft spokesperson said AI is not driving the buyouts and expected an acceptance rate as low as 3% to 5%, fewer than 3,000 people (The Seattle Times).
Governance and risk
Responsible AI reviews
Microsoft governs internal AI under its Responsible AI Standard, with mandatory risk assessments before deployment, and the Standard's new Deployer Chapter sets requirements for how Microsoft deploys third-party AI applications. Cloud Supply Chain registers AI capabilities, models, evaluations and approvals in a tool called OneRAI, Alberto Carrozzo's responsible AI team has completed more than 2,000 internal-tool reviews with thousands more in its pipeline (Oct 2026), and Microsoft's 2026 Responsible AI Transparency Report says nearly 20,000 engineers, policymakers and customers received responsible AI training.
Agent registry and identity
Microsoft Digital registers and governs agents in Agent 365, which records each agent's owner, platform, lifecycle state and reach, gives agents identities through Microsoft Entra, and connects to Microsoft Purview and Microsoft Defender; Microsoft reassigns or retires ownerless agents (Aug 2026). Microsoft deletes employee-owned agents when their owners leave, expects newly registered agents to comply within 14 days, and requires security, privacy, accessibility and responsible AI reviews before a custom agent is published to the catalog (May 2026).
Early deployment with guardrails
Microsoft's Fast Train program deploys lower-risk capabilities, including Microsoft 365 Copilot features and first-party agents, inside Microsoft's own environment early, with three modes: on by default, gated by administrators, or deferred. Microsoft reserves deep review for new data flows, boundary changes or regulatory impact, lets feature owners self-attest low-risk features, and rates itself at level 3 of a 5-level maturity model (Apr 2026).
Data boundaries
Microsoft Digital governs internal data with labeling, access control and audit logging and runs automated checks for stale, incomplete or inconsistent data (Oct 2026), and limits the Employee Self-Service agent to Microsoft-managed support sources with no access to OneDrive, email, Teams chats or external websites. Microsoft's legal department runs its document review with Azure OpenAI inside Azure so internal documents are not exposed to a public model. In Microsoft 365 Copilot, Anthropic models are excluded from the EU Data Boundary and off by default for EU, EFTA and UK tenants.
Token budgets
Jay Parikh, EVP of CoreAI, told engineers in Aug 2026 that every division has carried an AI token budget target since Jul 2026, that engineers can track their own usage, and that tokenmaxxing is not what Microsoft is optimizing for, with OpenAI's GPT-5.6 as the cheaper default internal model (404 Media, AI News Weekly, ITPro).
Works councils and employee input
Microsoft had European works councils give the Employee Self-Service agent an additional review because it can reach sensitive personal information (May 2026), and Microsoft Digital cut average works council and tenant trust review cycles from 133 days to 40. Microsoft Digital's six AI councils, including a measurement council that runs monthly and quarterly reviews against a unified KPI framework, set priorities for its AI projects (Oct 2026).
AI use in performance reviews
Julia Liuson, then president of Microsoft's Developer Division, told managers in Jun 2025 that AI use should be part of how they reflect on an employee's performance and impact, while a Microsoft spokesperson said there is no formal review of an employee's AI usage (UC Today, Jul 2025). Some Microsoft teams use outside coding tools such as Cursor or Replit under specific corporate security policies.
Models as insider risk
Satya Nadella said on Oct 21, 2026 that companies should treat increasingly capable AI models as a new form of insider risk, build a zero trust architecture around them and avoid nested black boxes, because people stay accountable for what the systems do. Microsoft's supply chain agents change purchase orders only within defined permissions and approval thresholds, with set points for human review (Sep 2026).

Quick answers
- How does Microsoft deploy AI?
- Microsoft deploys AI on itself first, a program it calls Customer Zero: Microsoft Digital, the IT organization, rolled out Microsoft 365 Copilot to more than 300,000 employees and external staff and runs an Employee Self-Service agent and employee-built agents, with more than 500,000 agents visible in Agent 365 (Aug 2026). Microsoft made OpenAI's GPT-5.6 its default internal model in Aug 2026, alongside Anthropic and in-house MAI models, under division token budgets. Microsoft credits AI with cost savings in IT and finance but reports no firm-level return.
- What does Microsoft use AI for?
- Microsoft runs AI in sales, customer support, supply chain, finance, legal, marketing, engineering and IT, with more than 500,000 agents visible in Agent 365 by Aug 2026. Microsoft's published business returns cover two internal tools: early results from the myDevice AI agent cut IT asset-management time and costs by about 50% (Jan 2026), and Microsoft Finance's supplier sourcing assistant saves an estimated $10 million a year (Jun 2025). Microsoft's other published figures are ticket reductions, faster cycle times and a 2024 comparison of daily and low-usage Copilot sellers, with no firm-level return, and Microsoft Digital wrote in Jun 2026 that it does not want ROI at the center of the story before it has the right cost model, telemetry and approved data.
- Who leads AI at Microsoft?
- AI at Microsoft is led by Kathleen Hogan (Executive Vice President and Chief Strategy and Transformation Officer); Jay Parikh (Executive Vice President, CoreAI); Kevin Scott (Chief Technology Officer). Ownership of AI on the org chart: Kathleen Hogan, EVP Strategy and Transformation; Microsoft Digital runs the rollout.
- What AI platform does Microsoft use?
- Microsoft deploys its own products inside the company first: Microsoft 365 Copilot, Copilot Studio, Foundry, GitHub Copilot and Agent 365, run by Microsoft Digital, the IT organization, under a program Microsoft calls Customer Zero.
- Which AI models does Microsoft use?
- Microsoft 365 Copilot runs OpenAI models and has offered Anthropic's Claude since Sep 2025, and Microsoft AI builds in-house MAI models; in Aug 2026 Microsoft made OpenAI's GPT-5.6 its default internal model and set AI token budget targets for every division (404 Media).
- How many Microsoft employees use AI?
- Microsoft deployed Microsoft 365 Copilot company-wide to more than 300,000 employees and external staff (Inside Track, Jan 2026), and launched its Employee Self-Service agent to more than 300,000 employees and contingent staff in fall 2025.
- How far has AI spread at Microsoft?
- Microsoft credits AI with business returns in two functions: early results from the myDevice AI agent cut IT asset-management time and costs by about 50% (Jan 2026), and Microsoft Finance's supplier sourcing assistant saves an estimated $10 million a year (Jun 2025).
