Charter Communications
Experimenting- Cable and mobile, now with Cox
- ~91,900 staff pre-Cox
- AI guides agents and techs
- AWS GenAI deal
- No AI return or user count
Charter Communications, which sells as Spectrum and combined with Cox Communications in Aug 2026, deploys AI mostly behind its frontline staff: LLMs guide service, sales and retention calls, AI summarizes calls for field technicians, and models read network telemetry, while software teams code with GitLab Duo and Amazon Q Developer. Charter also sells GPU capacity at its edge sites with NVIDIA. Charter says AI already helps its P&L but has published no return it credits to AI and no count of employees using AI.
corporate.charter.comTheir approach to AI
- The platform
- Charter builds its frontline AI tools in-house on one unified data and software development base run by CTIO Jake Perlman, including a unified agent front end with SpectrumGPT, and buys developer and agentic AI from AWS, which it named one of its strategic GenAI providers in Nov 2025.
- The models
- Charter's software teams use GitLab Duo with Amazon Q Developer, which gives access to Anthropic's Claude Sonnet 4.5 (Nov 2025); Charter has not named the LLMs behind its agent tools. Cox, combined with Charter since Aug 2026, runs Claude on Amazon Bedrock and Gemini for its care agents.
- The reach
- Charter has not said how many of its about 91,900 employees (Dec 2025) use AI tools; Chris Winfrey said in Dec 2025 that all service and field sales employees have AI supporting them, often without knowing it.
- The catch
- Charter says AI already benefits its P&L and lowers handle times and repeat calls, but has given no cost, revenue or headcount figure for it, and the more than $1 billion of savings it expects from the Cox combination is not credited to AI.

Key findings
Charter Communications has published no business return it credits to AI: Chris Winfrey said on Mar 4, 2026 that Charter had already seen benefit to the P&L from AI and on Jul 24, 2026 that AI service and cost benefits were beginning to ramp, without giving a cost, revenue or headcount figure.
Charter puts most of its AI behind its frontline staff: service, sales and retention calls are guided by LLMs with real-time transcription and next best action or offer, field technicians get AI call summaries, and conversational IVR triages calls, Winfrey said in Mar 2026.
Charter named AWS one of its strategic GenAI providers on Nov 18, 2025, standardized software development on GitLab Duo with Amazon Q Developer, and said the 2 companies would build agentic AI across Charter's operations.
Charter is turning its network edge into an AI business: it began deploying NVIDIA GPUs at edge sites in Mar 2026, and on Sep 28, 2026 said it was activating compute across more than 1,000 edge data centers with Cast AI, HP and Hydra Host as commercial partners.
Charter combined with Cox Communications effective Aug 19, 2026, taking on Cox's Gemini-based care agents and Claude-based B2B sales agents; CFO Jessica Fischer said in Sep 2026 that AI and digital tools gave Charter spare capacity to absorb Cox's call workloads, but gave no figure.
Where Charter sits
- Stage
- Experimenting
Charter Communications has reported no business return it credits to AI since May 2025: Chris Winfrey said on Mar 4, 2026 that Charter had already seen benefit to the P&L from AI and on Jul 24, 2026 that AI service and cost benefits were beginning to ramp, but gave no figure, and CFO Jessica Fischer credited higher call containment in Sep 2026 to AI and digitization together. Charter Communications has not reported a company-wide AI rollout with a count of employees using AI tools either; Winfrey's Dec 2025 remark that all service and field sales employees have AI supporting them carries no usage count, and the 15,000-person AI rollout and 2,500 Claude Code users at Cox come from Anthropic's case study, published before the Aug 2026 closing. Charter Communications is at Experimenting on its in-window production work, which includes LLM-guided calls, AI summaries for field technicians, the AWS GenAI agreement and NVIDIA GPUs at its network edge; a cost or headcount figure credited to its agent or network AI, or a reported count of employees using AI tools with a named owner, would move it to Piloting.

How they deploy
AI behind frontline staff
Charter Communications keeps 100% U.S.-based service and sales staff and uses AI to support them. Chris Winfrey said in Dec 2025 that all of Charter's service and field sales employees have AI supporting them, often without knowing it, and in Mar 2026 that Charter will not introduce AI that cannot match the quality of its best employees. Winfrey ties the tools to lower handle times, fewer repeat calls and fewer service transactions, which he says lower Charter's cost to serve over time.
One data spine for every AI tool
Chris Winfrey said on Oct 31, 2025 that Charter's AI tools run off one unified data set and software development structure inside a centralized operating model, which he said sets Charter up for agentic AI. Jake Perlman, named CTIO in May 2025, unified software development, IT, connectivity technology and technology operations, and before that led the teams that build Charter's AI and machine learning platforms.
Agentic service with a few partners
Chris Winfrey said in Oct 2025 that Charter would focus its agentic AI work with a few key partners going into 2026, first to improve customer experience and then to lower operating cost significantly, and that separate agentic workstreams for back-office staff and software developers would take 12 to 18 months to show benefits. Charter named AWS one of its strategic GenAI providers in Nov 2025, with plans to build agentic solutions across its operations.
The network edge as an AI business
Charter Communications is opening the space, power and cooling in its hubs and headends to outside AI workloads. Spectrum deployed NVIDIA RTX PRO 6000 Blackwell GPUs at the edge under NVIDIA's AI Grid design in Mar 2026, Chris Winfrey said in Jul 2026 that network evolution will free more than 250 MW of fiber-connected capacity, and in Sep 2026 Spectrum signed Cast AI, HP and Hydra Host as commercial users of its Edge Compute Infrastructure. Gary Koerper said in Oct 2026 that revenue from the edge was starting to materialize, without giving a figure.
AI data products for advertisers
Charter Communications set up Intelligence Ventures in Mar 2026 under John Lee to build AI and data products and partnerships from its own data signals for marketers, agencies and platforms, in a privacy-safe way. Charter's leadership page describes Intelligence Ventures as Spectrum's AI business unit and says it includes Latis, a household intelligence platform that StreamTV Insider reported entering beta in Jun 2026.
Folding in Cox
Chris Winfrey said in Apr 2026 that the Cox combination would bring Charter unexpected capabilities in B2B and network AI. Jessica Fischer said in Sep 2026 that AI tools inside Cox are among the things Charter can bring into its own business, and that Charter's AI and digital tools gave it spare call center capacity to absorb Cox workloads. Chris Winfrey told Cox customers in Aug 2026 that Spectrum will move all of Cox's offshore sales and service to the U.S. within 18 months.
- Deployment model
- Charter Communications runs AI through its central Product and Technology organization under Rich DiGeronimo, who reports to CEO Chris Winfrey. CTIO Jake Perlman, who reports to DiGeronimo, oversees software development, IT, network technology services, cybersecurity and technology strategy and innovation, and previously led the teams that build Charter's customer and employee tools and its AI and machine learning platforms. John Lee's Intelligence Ventures, also reporting to DiGeronimo, builds AI products to sell. The frontline organizations that use the tools, marketing and sales, field operations and customer operations, have reported to COO Nick Jeffery since Sep 1, 2026. Cox Communications brought its own AI Center of Excellence, created in 2024; Charter has not said where it sits in the combined company.
- Model providers
- Charter Communications standardized software development on GitLab Duo with Amazon Q Developer, which AWS said gives Charter access to Anthropic's Claude Sonnet 4.5 (Nov 2025), and named AWS one of its strategic GenAI providers without naming the others. Chris Winfrey said in Mar 2026 that real-time call transcripts feed LLMs that recommend next steps to agents, and in Oct 2025 that Charter's agent front end includes SpectrumGPT capabilities, but Charter has not said which models run them. Before the Aug 2026 closing, Cox ran Claude through Amazon Bedrock as its default cloud LLM, using Haiku, Sonnet and Opus by task, plus open-weight models on its own servers, and ran its Oliver chat and Olive voice agents on Google's Gemini Enterprise for Customer Experience.
- Data and infrastructure
- Charter Communications' AI tools draw on a unified data set of network and in-home telemetry, customer premises equipment, service history and transactions across about 70 million homes and businesses passed (Sep 2026), and network evolution is adding signal and power transponders to every active network component for more telemetry. Charter has not said where SpectrumGPT or its agent-guidance models run; its developer and agentic AI come from AWS. At the edge, Charter owns more than 1,000 edge data centers and hubs where it hosts NVIDIA GPUs for partners such as Cast AI and Hydra Host; Spectrum's Mar 2026 release says the edge GPUs aim at predictable latency and the best cost per token at scale. Cox ran its AI on AWS, where it runs primarily, on Google Cloud for its contact center agents, and on its own on-premises servers for open-weight models (Jun 2026).

Economics & controls
Spend and ROI
Technology budget
Charter Communications does not publish a technology or AI budget. Charter reported $54.8 billion of revenue in 2025, down 0.6% on 2024, and $11.7 billion of capital expenditures, driven by network evolution, support capital and scalable infrastructure (2025 Form 10-K). Chris Winfrey put Charter's annual cost to serve at about $8 billion in Oct 2025 and said new technologies, including AI, would change its quality and economics.
Reported ROI
Charter Communications has reported no return in revenue, cost or headcount that it credits to AI. Chris Winfrey said on Mar 4, 2026 that Charter had already seen benefit to the P&L from AI, on Jan 30, 2026 that efficiency programs, including early benefits from customer and employee AI tools, would keep providing a tailwind, and on Jul 24, 2026 that AI service and cost benefits were beginning to ramp. Jessica Fischer said on Sep 10, 2026 that AI and other digitization tools contain many more calls in digital channels, which she called advantageous for cost. None of these statements carries a figure.
Incentives tied to AI
Charter's 2025 annual incentive plan for its named executive officers included the development of AI tools among the 2025 strategic priorities weighted at 15% of the bonus, which paid out at 125%, according to the 2026 proxy statement.
Headcount and the Cox combination
Charter Communications had about 91,900 active full-time equivalent employees at the end of 2025 (2025 Form 10-K), which Broadband Breakfast reported was 2,600 fewer than a year earlier. WARN filings in 2026 covered a 300-person call center in Appleton, Wisconsin, 107 network operations jobs in Missouri and 112 network jobs in Texas, where Charter said it would outsource back-office functions; Charter has not linked these cuts to AI. Jessica Fischer said in Sep 2026 that Charter raised its cost savings target for the Cox combination to more than $1 billion, also not credited to AI, while Charter is bringing Cox's offshore sales and service in-house in the U.S.
Edge compute revenue
Chris Winfrey said in Oct 2025 that none of the new edge uses were material yet, and in Jul 2026 that network evolution will leave more than 250 MW of edge capacity available without more investment. Gary Koerper said in Oct 2026 that revenue from edge partners was starting to materialize; Charter has not reported a figure.
Governance and risk
Board oversight
Charter Communications' Audit Committee oversees enterprise risk management, privacy and data security, including cybersecurity, according to the 2025 Form 10-K and 2026 proxy statement; neither filing assigns AI oversight to a board committee. Charter's CTIO, Jake Perlman, and its EVP of network technology services jointly oversee the cybersecurity program, with a Security Executive Steering Committee of senior leaders reporting to the CEO quarterly.
Disclosed risks
Charter's 2025 Form 10-K says Charter incorporates AI in certain parts of its operations, that AI algorithms and training methods may be flawed, and that AI issues could bring legal or regulatory action under new AI legislation or existing data protection, privacy and intellectual property laws. Charter says it aims to develop and use AI responsibly.
A quality bar for customer-facing AI
Chris Winfrey said in Mar 2026 that Charter will not introduce AI that cannot match the quality of its best employees, and that agents keep control of the conversation while LLMs recommend next steps.
Privacy in data products
Charter says Intelligence Ventures builds products from its proprietary data signals and AI capabilities in a privacy-safe way (Mar 2026).
Controls at Cox
Cox set up an AI governance council and involved its risk teams early in its Gemini contact center rollout, according to Google Cloud, and routes every Claude call through a gateway with runtime security that can stop off-brand or non-compliant output, according to Anthropic (Jun 2026). Charter has not said whether these controls apply across the combined company.

- How many Charter employees use AI?
- Charter has not said how many of its about 91,900 employees (Dec 2025) use AI tools; Chris Winfrey said in Dec 2025 that all service and field sales employees have AI supporting them, often without knowing it.
- What return has Charter Communications reported from AI?
- Charter Communications has reported no business return it credits to AI since May 2025: Chris Winfrey said on Mar 4, 2026 that Charter had already seen benefit to the P&L from AI and on Jul 24, 2026 that AI service and cost benefits were beginning to ramp, but gave no figure, and CFO Jessica Fischer credited higher call containment in Sep 2026 to AI and digitization together.
